Create a standalone Rate Shopper where I can enter the shipping ZIP code, weight, and dimensions to get estimated shipping rates without needing an order to be created or picked.

Rates should show all connected carriers together and allow sorting by price, carrier, and service.

Currently, I have to check each carrier separately. An All Carriers – Lowest Price view would make it much easier to compare rates and quickly quote customers an approximate shipping cost.
