We should be able to have a status for new POs to be "awaiting approval". They cannot be marked as submitted until they are "Approved".
PO approval can only be done by users who have this permission in their settings.

Area permission is something we lack at the moment.
We do have a process of order approval, where all new orders are imported to Review and must first be approved before they're released into flow. Users know whether they're authorized to approve or not, and orders have logs telling who approved the order, so there is accountability.
POs could have a similar idea.
