For orders & purchase orders, if there is an open page for a new transaction, then if

1) User clicks on New Transaction again, the existing new transaction page opens.

2) User tries to clone a transaction, Goflow asks the user whether they first wish to save the current new transaction.

For other transaction types where New Transaction doesn't immediately open the page but prompts user for more info, this isn't implemented yet.
