Create rules to review some orders

I want to review some orders before they're released into the flow.
For example, international orders, expensive orders, heavy orders etc.
Can Goflow create a store setting where I can create certain rules. When conditions are met, order should go to Review?

The only rule that I can think of, is if shipping-cost is greater then ... order should go in review, but that happens while shipping the order...
